I. GENERAL INFORMATION:

II. PRIMARY PURPOSE & FUNCTION:
Responsible for the global recruitment initiatives for TechnoServe, the Recruiting Manager will have personal responsibility for all US, Expatriate, and Third Country national (TCN) hires and will assist field staff as needed for local recruitment activities. The Recruiting Manager will work closely with the Operating and Development Divisions to insure recruiting efforts adequately meet existing and future program needs.
In addition to actual recruitment activities, the Recruiting Manager will design, implement, and continually assess the recruiting process to insure communication, procedures, and compliance are consistent with best practice standards. This includes the successful implementation of an automated Applicant Tracking System.
III. DUTIES & RESPONSIBILITIES:
- Develop strategies and tactics to source candidates globally and develop candidate database(s) for on-going needs
- Work with Operations to understand staffing priorities and coordinate recruiting efforts
- Manage full cycle of recruiting process to include candidate sourcing, identification, interview coordination, offer specifics, offer, and on-boarding
- Work with field based personnel assigned to recruiting activities to share best practices and provide assistance on critical needs and to coordinate global recruiting efforts
- Represent the organization, or arrange appropriate representation, at selected global recruiting events and/or conferences
- Establish and manage talent pipeline to assist in the filling of urgent vacancies
- Generate timely and accurate analyses and reports on recruiting
- Ensure compliance with all regulations and policies related to hiring and employment
- Continually assess recruiting process to insure competitiveness and best practice compliance
- Other duties as required.
IV. KNOWLEDGE & EXPERTISE:
Minimum Requirements:
- 3-5 years related work experience in an international or multicultural setting
- Significant experience recruiting international candidates for global positions
- Strong oral, written, and presentation skills
- Solid organizational skills
- Experience working in a fast paced, multi-tasked environment
- Proven experience designing and/or developing recruiting processes
- Ability to travel both domestically and internationally as required
Preferred Requirements
- Experience implementing an applicant tracking system
- Knowledge of recruitment in a grant based environment
- Experience recruiting international talent to be based in developing nations
- Experience working for a global development organization
- Fluency in Spanish, French, or Portuguese preferred
V. IMPACT
Accountable for insuring all staffing needs are met in a timely fashion to maintain the on-going success of all programs. Responsible for developing and maintaining legally defensible recruiting process, files, and systems to minimize the organization's risk.
VI. COMMUNICATIONS
Communicates with all internal staff. Externally, communicates with potential candidates, vendors, agencies, and other partner institutions.
VII. RESPONSIBILITY FOR MANAGING RESOURCES
Responsible for managing coordinator assigned to the recruiting administration role 50% of the time.
