Comparing the PRODEM and Citibank smart ATMs will be difficult until we can get someone in to see a prototype. (I hope NB ally Patrick Donohue might be able to sneak a peek while he's in India). Prodem, in rural Bolivia, has had smartcard biometric ATMs since 2001 (designed by an Bolivian affiliate, Innova Empresarial). (see executive summary at http://www.digitaldividend.org/pdf/prodem.pdf) It would be interesting to compare both!
