As such, this White Paper puts forward a replicable, community-focused build-out approach for bringing connectivity, both voice and Internet, to those living in rural communities. The model builds heavily off of approaches that have worked in the past, and is comprehensive in that it integrates models for technology, business, and a financing, while addressing required key enabling environment components.
